Negotiations Update from
Chapter President Mike Gambone March 30, 2007 APSCUF’s negotiations team met with PASSHE Friday morning March 30, 2007. PASSHE discussed
Article 21 in regards to benefits for annuitants, specifically future annuitants as well as Article 7, rank and tenure. This discussion focused on the granting of rank and tenure for managers, current and future,
and a small group meeting is planned for next Tuesday April 3. APSCUF presented its proposals regarding Articles 24 and 25, summer employment and overload, respectively. APSCUF proposed that compensation for both
be placed on the current salary schedule.
APSCUF’s team stated that both sides are now past the point of explaining their proposals and that they expect actual negotiations to begin in earnest. Future meetings are scheduled for April 13, 20-21, and

APSCUF-KU December 8, 206 PASSHE failed to present any concrete proposals at the most recent negotiation session on December
8, 2006. Points addressed in the conference call:

In addition to its contract proposals, APSCUF also had side letters prepared for 2003 promotees and benefits for domestic partners. PASSHE negotiators made the point that resources for the
2003 promotees would have to come out of the budget for the next contract.

The source of delay of the part of PASSHE was unclear, although management claimed to have difficulty in coordinating the various relevant state entities –to include the governor’s
office—in preparing their side’s proposals.

Both sides agreed to discuss the costs of proposals resulting from amending the CBA.

Management returned to discussion of Article 5 (Grievance Procedure and Arbitration) and Article 29 (Retrenchment). Regarding the former, management is requesting means to “streamline” the
process and find solutions to grievances at Step Two. Discussion of the latter seemed to be for the benefit of the PASSHE negotiators who did not understand certain sections of the article.

Management presented data that illustrated the current tax burden on Pennsylvania residents as well as the fiscal constraints on the state. The APSCUF negotiations teams noted that faculty
have accepted sacrifices for the sake of the state in past contracts and wanted to recover salary and benefits at reasonable levels.

Negotiations are in their preliminary stage and
have only addressed issues in general conceptual terms. Bob Durant will
be the PASSHE spokesperson.
Points addressed:

Early indications are that there
will be minimal changes to negotiations guidelines

Our team did not appear
optimistic about meeting dates this semester. There are scheduled
meetings on 29 September and 13 October. Additional dates have been
proposed for November and December

The meeting addressed some
“concepts” rather than specific issues, specifically 2003 promotees,
domestic partners, and retention/attraction of faculty
-
Both sides discussed negotiations
as a two-stage process, with “non-economic” and “economic” proposals
-
PASSHE indicated that our
positions on the former will influence the latter
-
PASSHE noted their interest in
(a) managers being more effective without faculty “interference” and
(b) differential pay rates for certain disciplines
-
PASSHE had nothing to offer on
class size and indicated that they would not support an expansion of
the workforce
-
PASSHE indicated that they were
interested in resolving contract talks before 30 June 2007
